On May 16, 1989, the official establishment of LOB took place. However, the initiative for LOB had already been taken a few years earlier by Barbara de Beukelaar from Leiden and Bas van der Worp from Enschede. This initiative had arisen from the need for a national consultative body for public administration professionals to exchange knowledge and experiences. Additionally, this consultative body could provide a solution for the distribution of the National Public Administration Day (LBD) among different associations. At the first meeting in Twente, all study associations for public administration professionals were present, namely: Leeuwarden; Juribes - Tilburg; BACI-OLO - Groningen; Cedo Nulli - Rotterdam; De Maeretak - Enschede; Sirius - Enschede; Phoenix - Nijmegen; BIL - Leiden.

At this first meeting, agreements were reached regarding the organization of the National Public Administration Day (LBD). Up until that point, the principle of "first come, first served" had been in place. Ultimately, the decision was made to assign the organization of LBD '90 to Twente. Additionally, starting from 1988, a National Research Day was organized for public administration students in the Netherlands. During this meeting, Henk de Jong and Bas van der Worp were appointed to design a set of house rules. On May 16, 1989, the statutes were adopted, officially establishing LOB. The board was to consist of two to four individuals from one association and would rotate annually among the participating associations.

In 2000, a decision was made to merge the LBD and LO into a two-day event called the 'National Congress of Public Administration' (LCB), and in 2001, the first LCB took place. The LCB has been organized to date by the board of the LCB.

Until 2021, LOB had a total of ten members. Over the years, there had been a recurring desire to involve HBO (Higher Professional Education) study associations in LOB. Following a change in the statutes in 2022, it became possible for HBO study associations to join LOB starting from 2023. Since then, the total membership has increased to twelve.
